SMART TD is addressing the closure of seven Railroad Retirement Board (RRB) Regional Offices, as announced by the Department of Government Efficiency (DOGE), which plans to cancel their leases. The RRB has requested an exemption to keep these offices open, and SMART-TD is actively working with lawmakers to highlight the importance of these services.

SMART TD is aware that the new federal Department of Government Efficiency (DOGE) has published a list of seven Regional Offices of the Railroad Retirement Board (RRB) on their “Wall Of Receipts.” This means that they have decided to cancel the lease for these office locations as well as the leases of the buildings they are currently housed in.

The RRB offices that are scheduled to be closed are the following.

  1. Mesa, Arizona
  2. Joliet, Illinois
  3. Wichita, Kansas
  4. Scranton, Pennsylvania
  5. Covina, California
  6. Cincinnati, Ohio
  7. Jacksonville, Florida

You can use this Link to DOGE’s website to view the posting. From this website, you can find all seven of the listed RRB offices under the Real Estate Section of the “Wall of Receipts.”

SMART-TD is working with the RRB on this issue. The RRB has applied for an exemption from the U.S. General Services Administration (GSA) to keep these offices open, and that request is currently pending GSA’s decision.

Our union’s National Safety and Legislative Department is working very quickly on Capitol Hill to convey the importance of the railroad retirement system and your access to it. We are also letting those in Washington know that the money used to support the RRB is your direct employee contributions and not federal tax dollars.

Law Ends Reduction of Railroad Unemployment and Sickness Benefits

A recently approved law ended the reduction of unemployment and sickness benefits paid to railroad employees due to a budget sequestration requirement. The Railroad Employee Equity and Fairness (REEF) Act was incorporated into the Servicemember Quality of Life Improvement and National Defense Authorization Act for Fiscal Year 2025, which the President signed on December 23, 2024.

The Budget Control Act of 2011, and subsequent sequestration orders to implement mandated cuts, required that railroad unemployment and sickness insurance benefits be reduced by a set percentage. This requirement was temporarily paused at the beginning of 2021 due to the coronavirus pandemic, but resumed on May 10, 2023. Since then, unemployment and sickness benefit amounts paid by the U.S. Railroad Retirement Board (RRB) have been reduced by 5.7 percent. The REEF Act eliminates that reduction and exempts railroad unemployment and sickness insurance benefits from sequestration.

The current daily benefit rate for unemployment and sickness insurance benefits is $94.00. Applying the sequestration reduction of 5.7 percent reduced the maximum benefit in a 2-week period from $940.00 to $886.42. Starting December 26, 2024, the full amount is being paid, except for any required income/payroll tax withholding or garnishment orders.

In addition, the new law applies retroactively to May 10, 2023, when sequestration resumed after the pandemic. Due to significant system programming required, there will be a delay in calculating and issuing retroactive payments. Claimants should monitor the agency website at RRB.gov for up-to-date information on progress related to retroactive payments. No action is required by claimants affected by this provision unless they have moved or changed banking information, in which case they can report the new information by calling the agency’s toll-free number at (877) 772-5772.

Like other federal agencies, the Railroad Retirement Board (RRB) has been operating under a continuing resolution since October 1, 2024, the start of fiscal year (FY) 2025. The temporary funding measure provides the agency with continuing appropriations of $27.9 million through December 20, 2024.

The continuing resolution avoided a potential governmentwide shutdown, as Congress was unable to reach agreement on FY 2025 spending bills before the beginning of the new fiscal year.

Regarding FY 2025 funding for the RRB, the Senate Committee on Appropriations approved a spending level of $129 million, while the House Committee on Appropriations has proposed just $100 million. Congress previously cut the RRB’s FY 2024 budget, which severely impacted agency operations. While the Senate’s proposal reverses that cut and provides the agency a small 0.78 percent increase from FY 2023, the proposed appropriation of $129 million is still $5 million less than the President’s request, $43.3 million less than the RRB’s request, and significantly short of what the agency needs to carry out its mission.

With a $129 million budget in FY 2025, the RRB will be forced to continue its existing hiring freeze and operational cutbacks, while continuing to lose decades of institutional knowledge through retirements. Further, the RRB will be unable to move forward with its multi-year information technology modernization project, resulting in continued dependence on antiquated systems and inefficient processes and a further deterioration of service to the nation’s railroad employees and their families.

Former Arkansas State Legislative Director Donald R. Beavers, who served multiple terms leading the state’s legislative board spanning 21 years, passed away May 19, 2024, at the age of 81.

Donald Beavers served multiple terms as the Arkansas state legislative director.

Beavers began his railroading career as a brakeman with the Missouri Pacific in 1962. He was later promoted to conductor.

He served in that capacity for more than 17 years before being elected to the office of the United Transportation Union’s Arkansas legislative director.

A member of Local 656 in North Little Rock, he noted that he was the UTU’s youngest legislative director at the time of his election and retired as the senior member in 2000.

Brother Beavers was honored with a well-attended ceremony for his decades of service to the union upon his retirement in October 2000, receiving recognition from both union leadership and then-President Bill Clinton.

His engagement in labor matters extended beyond our union. Brother Beavers also was elected secretary/treasurer of the state AFL-CIO, appointed to the Arkansas Economic Development Commission and served as chairman of the North Little Rock Civil Service Commission.  

He was past president of the Arkansas Association of Lobbyists and active in politics representing Arkansas as National Democratic Committeeman.

He served as a delegate to six Democratic National Conventions and a proud Arkansas Traveler for Clinton, having been connected to the president since Clinton’s start in state politics in the 1970s.

Brother Beavers is survived by his wife of 57 years, Mary Frances, two sons and four grandchildren.

The SMART Transportation Division expresses its condolences to Brother Beavers’ family, friends, his union brothers and sisters and all who knew him.

Dear Chair Aderholt, Ranking Member DeLauro, Chair Baldwin, and Ranking Member Capito:

On behalf of the American Short Line and Regional Railroad Association (ASLRRA), the Association of American Railroads (AAR), and the Transportation Trades Department, AFL-CIO (TTD), we write to express our strong support for the Railroad Retirement Board’s (RRB’s) Fiscal Year 2025 (FY25) request for $172.331 million in the Labor, Health and Human Services, Education, and Related Agencies (Labor-HHS) appropriations bill. 

Over the last several years, RRB has faced many challenges, including a severe staffing shortage and an ongoing, complex Information Technology (IT) modernization effort, while navigating the high demand for benefits and assistance during and after the COVID-19 pandemic. These challenges have been exacerbated by the $2 million cut in funding Congress passed last year in the Fiscal Year 2024 (FY24) Labor-HHS appropriations bill. The impact of these budget cuts is already being seen. For example, 25 percent of RRB’s current employees will be eligible for retirement within the next year, but due to limited funding, RRB has been unable to replace those employees. These shortages have led to major backlogs in work and decreases in service to railroad retirees and workers. 

We have appreciated Congress’ past support for RRB’s efforts to modernize IT programs and improve the Board’s ability to pay benefits and maintain program integrity.  Unfortunately, this dedicated funding will be depleted by the end of FY24, though more work remains.  

For these reasons, RRB has requested $172.331 million in funding for FY25, $38.331 million above the President’s FY25 request. Of that funding, $28.331 million would be used to hire and retain the 880 full-time employees necessary to sustain operations and meet the Board’s core mission of paying the right benefits to the right people in the right amount at the right time. The remaining $10 million would allow RRB to continue making progress on its IT modernization effort, which Congress has supported in the past to improve program integrity. A more detailed explanation of RRB’s request is attached to this letter. 

It is important to note that RRB’s funding structure is unique in that railroad employer and employee contributions are held in trust funds not only to pay railroad benefits, but also to support RRB operations. Enacted appropriations language simply authorizes the RRB to access their own available funds in the railroad retirement trust fund system for the agency’s administrative budget, rather than drawing from the general pot of taxpayer funds. In effect, rail labor and management are funding the agency’s operations. They pay into the trust so that when their earned benefits are needed, the RRB is there to timely process applications and provide the customer service they deserve. We ask that you allow the agency to receive the funding it requests so that it can fully meet the needs of the railroad community.

We urge you to fund RRB at the requested $172.331 million to allow the agency to hire and retain the necessary employees and continue essential IT modernization. This funding level will ensure the Board continues to effectively serve the over 560,000 railroad employees and retirees and their families who rely on these benefits.

The Trade Union of Railwaymen and Transport Construction Workers of Ukraine (TURWTC), equivalent to SMART-TD in the United States, needs to find more personal protective equipment for their members. Work clothes and personal hygiene products are also needed.

SMART-TD is asking for locals or individual members to take up collections and send them to our office in Cleveland, Ohio:

  • Gloves (work, insulated, combined, leather, welder’s, cotton, cotton w/ PVC drops, latex coating, rubber (acid proof, acid-alkali resistant, anti-vibration, dielectric)

  • Winter balaclavas (ski masks)

  • Respirators (dustproof, gasproof, anti-gas and erosion)
  • Protective eyewear
  • Protective goggles for welders and gas cutters
  • Safety helmets
  • Face shield / welder’s masks
  • Safety shields
  • Earplugs / headphones
  • Safety belts
  • Aprons (tarpaulin, rubberized)

Railroaders before politics

While surrounded by bombings, rolling blackouts, and an ongoing struggle to keep themselves and their families alive, one thing is universal: You don’t get to say no when you’re first out and the railroad calls you to work.

Our Ukrainian brothers and sisters are not only obligated by their company to take that call to work, but they also have the added obligation to keep the country’s supply chain, people, and humanitarian support moving while their country is under attack. It is a heavy moral burden that, hopefully, no SMART-TD member will ever have to know.

SMART-TD leads a team effort

SMART-TD brother Nathan Hatton, local chairperson of Local 168 in Chicago, initially had the idea to reach out to SMART-TD’s counterpart in Ukraine. He and Justin Wolters, general chairperson of GCA 449, made it happen with help from the AFL-CIO’s Solidarity Center. This office was established in Warsaw, Poland, to keep communications flowing to Ukrainian labor unions during the Russian invasion.

The AFL-CIO, in conjunction with an organization known as Union To Union out of Sweden, made this connection possible.  They provided an interpreter for a meeting between TURWTC’s Chairman Oleksiy Semerun and SMART-TD Alternate National Legislative Director Jared Cassity, who led the SMART-TD delegation on the call.

As GC Wolters stated while talking to the Ukrainian delegation, “This is not a political stance being taken by SMART-TD or any of its members. Railroaders help other railroaders and rail families. That is what we are doing here. All of us can get behind that.”

Ukraine has complicated needs

Chairman Semerun categorized the way SMART-TD and our members could help his 260,000 freight, transit, and metro members.

  1. Training
  2. Lobbying our Congress
  3. Humanitarian support

The first two of these categories are complicated. The leaders of our National Legislative Department are doing their part to assist and the aid package that was passed in late April. Humanitarian support is easier to accomplish by contributing what you can from the list of items above or by contributing monetarily.

Ukraine has a very robust rail system as demonstrated by the high number of rail workers represented by the TURWTC.  During the meeting, the Ukrainian delegation made it clear to SMART-TD that they were not interested in a one-sided project. They brought up that they are aware of the rising problem of assaults facing our members in transit and commuter service. Chairman Semerun offered that his union would like to engage in efforts to train our members in crisis management and de-escalation once they are on more solid ground.

Chairman Semerun didn’t need the services of the interpreter to express his gratitude to SMART-TD and our three representatives in this first meeting. Brother Semerun ended the call (in English) by saying, “I’m ready. I’m ready to build a partnership with SMART-TD.”

Working on the railroad is a very accurate metaphor for life. Nothing is predictable; everything is earned rather than given. When something breaks down, it’s on each of us to fix it by ourselves, no matter what.

The way we feel walking a train in the middle of nowhere at 3 a.m., two miles from the head end, armed with nothing but a lantern, is similar to the way we feel when we realize that our streak broke in the hotel. We aren’t going to be off for the 48 hours we thought we were. Those plans we had with our family are in jeopardy — we won’t get to our kid’s concert or wrestling match like we promised without a miracle.

We feel alone.

In these moments, we need to remember that we are not alone. Much like a wrestler standing on the mat facing down an opponent, we might be by ourselves, but we have a team supporting us. Railroaders are alone on the job, but we are alone together. This is the foundation of our union.

 When you walk that train in the 3 a.m. darkness, your lantern is with you. You can use your lantern to get the information you need to do your job well, like to see car numbers in the pitch-black darkness or shed light on a mechanical issue. It is invaluable in keeping you safe by lighting the way when you are trying not to step in the wrong place and fall down an embankment into an icy creek. Sometimes, your lantern proves to be a serviceable tool when you have a stuck handbrake on an auto rack and you need to extend your reach. When it really hits the fan, that lantern is the only weapon you have to fight off coyotes or transients.

SMART-TD is also with you to light your path, extend your reach, and help ward off harm. Carry your union, and your union will carry you. Our union provides educational tools through regional training and SMART University. The support staff provides the information we need to be successful in our railroad careers. Our local chairs are there with us during investigations, ensuring we don’t say the wrong thing and go sliding down the ballast into that icy creek of discipline points and lost wages.

 When there is a problem with local managers, our general committees and chairs extend our reach. They smack down contract violations or unfair disciplinary actions, just like our lanterns smack that stuck brake in just the right spot to let the slack come out of the chain.

When the railroads send their lawyers and lobbyists to claw back our benefits or jeopardize our careers, the international becomes that lantern we swing and hit them right between the eyes.

Much like our lanterns, this union cannot run without energy. Our lanterns are at their best when we are vigilant about making sure the battery is charged. It’s no help if, in the darkness, you don’t hit that button to turn it on. SMART-TD is ready to be of service. If we don’t turn it on, don’t know how it can be used, or forget to bring it with us, it won’t do any good. With the “walking conditions” we are all faced with right now, our lantern is more important to us than ever.

We all get busy and sometimes forget to keep our lanterns charged. I haven’t been to as many local meetings as I should have. I haven’t reread my contract for way too long. That’s on me. The union has always been there for me when I needed it, and I’m going to do the same for SMART-TD.

If you’ve been distant and haven’t checked in lately, please reengage and start coming to local meetings. Get comfortable knowing the ins and outs of our agreement, so these railroads can’t take advantage of us or our families. Find a SMART-TD Regional Training Seminar to attend that sharpens your skills and adds a few watts to that lantern in your hand. Get the energy flowing and report when things concerning safety or technology aren’t right and file claims if management is abusing your time.

As far as keeping the battery charged, now is a great time to consider becoming a contributor to SMART-TD’s Political Action Committee. If you think the progress we’ve made in 2PC and elsewhere isn’t a direct result of the efforts by SMART-TD’s state and national legislative efforts funded by PAC, you are lying to yourself. But just like your lantern after a 12-hour shift, SMART-TD PAC’s battery is running low after this fight.

So please take a few minutes to jump on the SMART app or talk to your local officers to get signed up for PAC. We all know the railroads well enough to say that the 2PC fight isn’t over. They always have another trick up their sleeve. For now, the train is back together, and the air is getting to the rear, but we’re all qualified on this territory. We know the recrew hasn’t been ordered. We know we’re going to have to put this pig away when we get it to the other end. It’s time to break out that extra battery for that lantern because there is still work to be done.

SMART Transportation Division’s Indiana State Legislative Board’s Executive Committee announced this week that it has unanimously voted to support U.S. Sen. Mike Braun’s run for governor in Indiana. This is no surprise to railroaders, who have followed Braun’s advocacy for our issues in Washington.

SMART-TD has endorsed U.S. Sen. Mike Braun in the Indiana governor’s race.

Sen. Mike Braun stands with us. He has proven this through his actions, not just his words. Now is our opportunity to stand with him. Braun has proven himself worthy of SMART-TD’s support in Indiana’s primary election May 7, as well as in the general election this November. Please consider giving his campaign your personal support as well.

On Capitol Hill, Sen. Braun has been a champion of railroad labor, supporting multiple bills that keep our men and women safe, paid, and respected. He has reached across the political aisle and worked with Vermont Sen. Bernie Sanders to get all railroad employees paid sick days.

Braun stood up for us. He pushed for us to get the dignity of paid sick leave before the press had made it a national issue and before any of the carriers had begun to consider it as an option. He and Sanders made our sick leave a national issue, and less than two years later, 86% of us now work under agreements that include the paid sick days Sen. Braun envisioned.

As if that were not enough reason for this union and all of rail labor to rally around him, Sen. Braun also co-sponsored the Railroad Employee Equity and Fairness (REEF) Act and the Railway Safety Act, which seeks to codify two-person crews into federal law and provide us with many other common-sense safety initiatives, like regulating defect detectors and limiting train length.

The lifetime maximum benefit for the Railroad Employees National Early Retirement Major Medical Benefit (ERMA or GA-46000) Plan will increase from $188,000 to $195,100 beginning Jan. 1, 2024.

At the end of 2001, labor and management had agreed on various procedures to administer the annual changes in the amount of the lifetime maximum benefit under the ERMA Plan.

In conjunction with the formula established in 2001, a new lifetime maximum was calculated by utilizing the October 2022 consumer price index (CPI) data for Hospital and Related Services and Physician Services. The result is a lifetime maximum for 2024 of $195,100.

For individuals who have reached the lifetime maximum, the incremental maximum available is applied to eligible expenses submitted for dates of service on or after the effective date of the new maximum. For 2024, this amount will be $7,100.

This change will apply to all railroads and crafts participating in ERMA.

The SMART Transportation Division has been asking for help and advocacy from our members this week to reach out to Congress and let them know that it is not OK to gut the federal spending for Amtrak. Late Thursday, it appears that your voices have been heard loud and clear and have had an impact!

The House of Representatives prepared its budget bill for the Transportation, Housing and Urban Development (THUD), and it called for an apocalyptic cut to AMTRAK’s budget. The version of the budget that came out of committee and was slated for a floor vote Nov. 2 featured a 64% cut to Amtrak.

This proposed funding cut would have been devastating to thousands of SMART-TD members who work in passenger rail. Fallout from the job cuts that would inevitably come from this short-sighted effort to slash and burn Amtrak would have also impacted the solvency of the Railroad Retirement Board, which would be a significant problem for everyone in railroad industry on both the freight and passenger sides.

Through the hard work of rail labor and the advocacy of our members and passenger railroad advocates reaching out to their members of Congress, the vote on this budget bill has been halted this week. Several Republican reps have expressed that this “halting” of the vote is directly related to concerns raised about Amtrak cuts.

In short, YOUR VOICE IS BEING HEARD!

While this is very welcome news, the threat is not over. This THUD budget bill is scheduled to come back to the House floor next week. We need all our members to contact their congressional representatives and express in no uncertain terms that cuts to Amtrak funding and subsequently the Railroad Retirement Board is not a responsible way to patch the holes in this nation’s budget.
